Electric fencing is perfectly legal in the UK, if on your property and meets all EU product standards and is clearly marked
There should be warning signs at the ends of the fence and every 10m in between. The fence will not harm your children, but it will most likely be an unpleasant surprise. Children are incredibly intelligent and intuitive and if they do end up shocking themselves, it is safe to assume that it will not happen again.
