However, Weng Tonghe is extraordinary - in the sixth year of the Xianfeng reign of the Qing Dynasty (1856), he became the top scholar, a teacher of the two emperors Tongzhi and Guangxu, and served as the Minister of Military Affairs, Minister of Revenue, and Assistant Grand Secretary. Due to his advocacy and support for reform and innovation, he was known as the "first mentor of China's reform" by Kang You.
